a judge keeps his side of the bargain

Last month, I wrote about 29-year-old Qing Hong Wu, a once-troubled teen who went to prison and managed to turned his life around, but now faces deportation to China because of the crimes of his youth. Immigration authorities apparently don't really give a crap about rehabilitation.
